Mixed weather, as Arctic empties out 

 Can't figure this out.  Looks like the Arctic has gone into free-flow, which happened last year.  That means there is no 'recharge', but an alternate flow to Europe and NA.  There is a lobate front, but we can't tell much about it.NA has a light flow that is squeezing some horrible weather to Toronto.  All the spill action is on Europe.  They have to wait
